Update vendored github.com/BurntSushi/toml to v0.2.0

The previous commit ID in Godeps.json no longer exists upstream, and tests fail against the v0.1.0 tag.

The vendored code works, of course, but the missing commit ID causes godep to issue errors running various commands, making dependency management harder than it needs to be.
