Per the comment in https://gitlab.com/gitlab-org/gitlab-development-kit/merge_requests/183#note_13922336, the idea here is to add CONTRIBUTING.md to each project, then refer to the CLA's in gitlab-ce from there. So this is the start of the CONTRIBUTING file.
