pre-receive: Fix undefined local variable error

username-removed-90962 requested to merge JonathonReinhart/gitlab-shell:108-pre-receive-undefined-variable into master

This was broken during the refactor in c658360e.

This can happen when gitlab-shell is newer than gitlab and tries to use the new /pre_receive API.
