add whitespace test file

Sorry, I did a mistake. Git ignore empty files. So I add a new whitespace test file.

What do you mean git ignores empty files?

last MR, I submit two commits.

1. add empty file
2. add spaces to empty

but problem is 1. that time not added empty file. because git ignores it. So I can't compare between 1 and 2 to test whitespace change.
