Track errTooManyRequests in prometheus

Hi! I'm trying to learn GO, so I decided to do something positive along the way. PR is not big, but it aims to fix issue #106 (closed).

One problem here is, is I don't really know how to properly test it and how to reproduce this error? Do I need to setup whole Gitlab instance to test it out?
