Implementation and supporting of Git LFS 2.x

Description

Git LFS 2.x introduced new features such as native file locking for LFS objects. Supporting this for EE is already requested in gitlab-org/gitlab-ee#1830. This issue is to request the general implementation and support of Git LFS 2.x in Gitlab CE.

@markglenfletcher What I am working on is support for something like Git LFS in Git itself. I don't know much about the GitLab roadmap regarding Git LFS integration in GitLab.
