Simplified approvers: Parent group or all project members

- When you want to assign approvers, you may want to simply make all the project members in the current project qualified approvers. This makes sense for projects with a small number of members, or if it's a brand new project.
- This makes the concept of the "GitLab project" more powerful. And we may want to turn this on by default or at least make this feature super easy to use. You don't have to worry about individuals or groups. You just turn on "approvals", set a number you want to match, and it just works. You trust all the project members to do the right thing. Essentially this would be https://gitlab.com/gitlab-org/gitlab-ce/issues/13411.
- Similarly, maybe you just trust your parent group. So with one simple click/selection, anybody in the parent group can approve.
