LDAP EE license checks

Related to https://gitlab.com/gitlab-org/gitlab-ee/issues/2335

EE LDAP features as described in the documentation should not work without a GitLab EE license.

This includes

• User sync
• Group sync
• Administrator sync
• Multiple LDAP support (https://docs.gitlab.com/ee/articles/how_to_configure_ldap_gitlab_ee/index.html#multiple-ldap-servers)

Note feature doesn't apply to GitLab.com as group-base LDAP functionality is not available.

@dblessing can you please spread some light here about the places where I should put the corresponding checks?

Probably in Ldap*Worker and in lib/ee/gitlab/ldap/** somewhere. Also need to make sure 'LDAP Group Links' elements don't show up in GitLab group settings nav if the license isn't valid.
