Promote group webhooks

Promote trial or license activation for regular EE on-prem sites.

• Having Start GitLab Enterprise Edition trial button.
• Having x button on the top-right corner. --> If click it, the banner will be closed.

Add Group Webhooks and GitLab Enterprise Edition.

Webhooks allow you to trigger a URL if, for example, new code is pushed or a new issue is created. 
You can configure webhooks to listen for specific events like pushes, issues or merge requests. 

Group webhooks will apply to all projects in a group, allowing you to standardize webhook functionality across your entire group. [Read more]

@hazelyang I somehow missed reviewing this issue. It's not all webhooks that are EES/Bronze it's Group Webhooks.

• I changed the copy to "Improve project with Group Webhooks and GitLab Enterprise Edition".
• I imagine the Integrations section still exists on the screen, so the banner will be moved to Integrations. Correct? (I removed Integrations section on the design in the description.)

https://gitlab.com/groups/GROUPNAME/hooks that shouldn't function. So if you go to a GROUP and select settings, you'll see there's an item for Webhooks. It's not applicable to a project setting.

It should be similar to audit events and other ones where the whole page is not available for that

@timzallmann terribly sorry, we got this issue badly wrong - my fault entirely for not noticing it during review. If this means it slips into 10.1, that's ok.

This also means it's the entire page that won't have any functionality as there's nothing else available on the page.
