Move Service Desk project setting to it's own area to increase usage
- Make the Service Desk setting more prominent by having it live in it's own section in the project settings.
- Service Desk would not be as interesting to day to day users who are using a GitLab project. But for a GitLab project admin, they might care about creating a support workflow if they just come across configuring the project in the settings. So by making it more prominent in the project settings, this would help that.
- Note that in the mockup design, checking/unchecking the box would mean you have to save the setting using AJAX, which is different from the current implementation.
