Issues API spec tests an implementation detail of Issues::UpdateService

    In two places we test that performing an issue update via the API sends emails.

    This is an implementation detail of the Issues::UpdateService class that an API spec shouldn't concern itself with. This behavior should be well-tested in the specs for the service class itself.
