Inconsistency in Issue and MR templates

In our Feature page, we are mentioning that the feature Create templates for issues and merge requests is EE only.

Its documentation points to this page, where we can see that templates for Issues and MR have been around since EE 6.x.

In GitLab 8.11, we released Issue and MR Templates when putting .md files in a .gitlab directory at the root of a project - a feature accessible for everyone.

Problem

We have two separate pages for features that are awfully similar.

Solution

• We should remove the old Create templates for issues and merge requests documentation and merge its documentation with the documentation of this new 8.11 feature.
• Update the Feature page with this new feature

@regisF seems obvious to me :) We replaced the EE feature with a better version for everyone. Everything should be updated to reflect the new feature.

Are we gonna deprecate the old templates at some time? Or consider bringing it to CE maybe?

It is confusing having two ways to do the same thing https://gitlab.com/gitlab-org/gitlab-ce/issues/22185.

Although I must admit they slightly differ in their functionality. The templates from the settings page are always visible when you create an issue/MR, whereas with the new description templates you cannot have a default.
