Update guidance on handling shared secrets in HA setup

The current guidance suggests setting shared secrets on secondaries indirectly, by listing a subset of secrets to put into the gitlab.rb file. This neglects to mention some secrets, leading to support requests.

Update the guidance to tell customers just to copy the entire file.
