Port of mk-fix-git-over-http-rejections to EE

username-removed-1144264 requested to merge mk-fix-git-over-http-rejections-ee into master

Ports mk-fix-git-over-http-rejections (which was already merged and deleted in CE) to EE.

There were significant conflicts, but the CE pipeline hadn't failed the ee_compat_check for awhile. I assume it is because EE was far behind CE for awhile.
