Don't track historical data when license is trial

What does this MR do?

It disables tracking of historical max users when the license is trial.

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

When customers are playing with GitLab with a trial license and they decide after to purchase a license for a lower number of seats, they receive the following error when uploading the new license key:

IMO we shouldn't track the historical max for trial licenses.
