Only show LDAP sync in progress flash banner on first login
What does this MR do?
Only show LDAP sync message to a user on first login. That way he isn't bothered by it every time, and on first sign in not surprised that he doesn't have access to anything yet.
Why was this MR needed?
This banner is shown on every login by an LDAP user. It does not serve any purpose to the user and is non-actionable.
