Remove duplicated items from admin sidebar

Still trying to investigate how this regressed. I determined that this is only viewable when akismet is enabled, hence probably why it was not caught before getting deployed to production

For master, it looks like it regressed in https://gitlab.com/gitlab-org/gitlab-ee/commit/3d1c0a4e66da27a456f13a090e4005c901b77259

For 9-5-stable-ee, it regressed in https://gitlab.com/gitlab-org/gitlab-ee/commit/d69e457284694695b8e25eafc375b553d45ddce2

Considering the MR which added that code is https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/2726 and it didn't include that code, it looks like it was most likely a bad merge from cherry picking
