Bitbucket Oauth instructions for GitHost

GitHost.io users do not have access to their configuration files, so when they follow the instructions, they need to know that they can do it in the GitHost admin panel.

After adding this, I noticed the file also exists on CE so I submitted the same MR there gitlab-org/gitlab-ce!8170
