Do not update/delete: Notification broadcast message test data
This is a needed refactor because of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/5049
It will allow to change the name of a file and update it's content in one single commit by deleting the old file and making a new copy with the new name and new changes.
