Investigate including policycoreutils as a runtime dependency in order to be able to use semanage

Being able to use semanage should fix issues like: https://gitlab.com/gitlab-org/omnibus-gitlab/issues/580

But in order to include policycoreutils as a runtime dependency we must make sure it is available onCentOS 6/7 RedHat/Oracle/Scientific Linux

We should also consider selinux on Ubuntu/Debian, and how/if we want to deal with that.

I was hit by this problem during a latest installation of gitlab omnibus in centos-7 minimal install with selinux enabled.

The fix was to install: yum install libsemanage-static libsemanage-devel
