Use scheduled pipelines to create the nightly package build

Waiting for https://gitlab.com/gitlab-org/gitlab-ce/issues/32568 to be implemented.

Once it is in, we should remove the cron task from dev.gitlab.org and use the feature to trigger nightly builds.
