Removal of duplicate GitLab EE UDP Log Shipping configuration

After recently reviewing the updated Omnibus configuration, I discovered that there are duplicate areas where GitLab EE UDP Log Shipping configuration existed in this file.

I removed the top section since this file seems to be restructured to move all GitLab EE configuration at the bottom.
