Resolve "gitlab-mattermost documentation lacks information about email batching"

SMTP setup was moved into a new Email Notifications heading, with the new batching subsection, to reflect the structure of the Mattermost System Console.

I chose not to address email_batching_buffer_size or email_batching_interval, since they are neither described in the official Mattermost docs nor are they exposed by the System Console UI, as far as I can tell, although they are present in the config.json template.
