Update the GitLab used in the OpenShift template to 8.16.1

I've modified the tag naming a bit to make it easier to grep and replace from release tools (As going forward we want this template auto-updating, I have a seperate branch in release tools working on that)

A quick minor update to the dev docs as well, to make setting it up just a tad easier.
