Start using install_dir in gitlab-cookbooks

DJ Mountney requested to merge perforce/omnibus-gitlab:cookbook-install-dir into master

The idea is to try an make the install_dir in the omnibus project gitlab.rb configurable. In order to do that we need to get the install dir rendered out and used in the cookbooks.

This is just an initial sampling of the changes required in the cookbook, to try and get feedback on the approach.
