Amazon SES as outgoing SMTP server requires smtp_tls setting

This merge request updates the documentation for setting up Amazon SES with Gitlab. If this value is not enabled for SES, the outbound relay may fail with a Net::ReadTimeout failure as per https://gitlab.com/gitlab-org/omnibus-gitlab/merge_requests/152 .
