Add attributes custom_gitlab_location_directives

Add attributes "custom_gitlab_location_directives" .

This attributes can add default location(maybe, "/" or relative_url) config (for Nginx).

ex)

/etc/gitlab/gitlab.rb

nginx['custom_gitlab_server_config_root_location'] = "deny all;"

/var/opt/gitlab/nginx/conf/gitlab-http.conf

  location / {
