Don't merge master into stable branch after RC1 created

username-removed-444 requested to merge dz-dont-merge-after-rc1 into master

This should prevent people from trying to get their changes merged in last days of release.

Based on discussion with @pcarranza. This come to my mind after reading document "Aligning Performance & Scalability Priorities Amongst GitLab" by @yorickpeterse.
