Improve status checks

This is the long promised update/improvement to the gitlab:app:statustask which is now called gitlab:check

some features:

  • displays a warning when not run as gitlab user
  • checks almost anything I could think of that could be missed during installation or upgrade
  • offers commands and additional information for issues found

missing:

  • how do I check if automerge has been enabled from Ruby code?
  • how do I check if namespaces have been enabled from Ruby code?
