Update post_or_update_failed_job_note to keep history of failed jobs

What does this MR do and why?

Currently when a failed issue comment is updated we overwrite what the current 'latest failed job' is.
That makes it harder to identify all related jobs that have failed with a given issue.

Instead, lets consider updating the comment, but preserving the current comment message, so we can instead see a historical list of jobs that have failed with a given error message.
