Update extremely outdated gitlab-styles version

What does this MR do and why?

Update very outdated gitlab-styles version.

This introduces a lot of automated fixes due to a lot of updated and new rules. It also introduces a breaking change by dropping ruby 2.7 support which should be fine as it's EOL and we are globally dropping it this month. That being said, this change should be released as a major version.
