Draft: Add new scenario that has gpg signing enabled for gitaly
What does this MR do and why?
In order to support Commit Signing for GitLab UI Commits we need a configuration that has a gpg key set to actually sign the UI commits.

How to set up and validate locally
$ bundle exec exe/gitlab-qa Test::Integration::GitalyAdhocTestBed EE --no-teardown
# when up and running
$ docker exec -ti gitlab
$ gitlab-rails console
$ Feature.enable(:gitaly_gpg_signing)
- Navigate to your browser https://gdk.test (note it runs on port 443 due to the MTLS config)
- Create a project and add some commits via the UI
- Note on the commits page, or after commits you see the

tag
