Refactor exclusion/filter rejection

This was a hard line to read so I refactored out the rejection stuff into a sub method.
I don't know if "used_exclusions" is how this method should be named since I am new here and I am not sure what exactly that reject method is returning. If anyone can tell me I will rename it.
