doc: make encoding table in util.md leaner

This removes ' symbols in the encoding table to reduce the distractions and the line count when rendered.

Change the Markdown representation of the table to reduce the line length when viewed as a Markdown code.

Also, I would prefer if the first column was wider to fit the main encoding names, but the  -based solution is too ugly in Markdown code, so this could better be fixed on the css side on the website, if needed.
