build: update lint-cpp on Windows

Rodrigo Muino Tomonari requested to merge github/fork/kfarnung/cpplint into master
  • Added a lint-cpp argument
  • Updated findstr calls to output to nul
  • Updated findstr calls to only use /r when the input is a regex
