doc: move @phillipj to emeriti

Moving myself to emeriti as I have not been an active collaborator for a long time, and will not have the opportunity to do so in the near future because of life outside of GitHub.

Will always be grateful for how incredibly inclusive the Node.js project / community is, much appreciated ❤️
