doc: fix notable changes list format for 11.9.0 & 11.10.0

Just fixing/aligning the two most recent entries of notable changes.

As this is my first pull request here, I hope I followed the guidelines entirely and correctly. Otherwise its probably faster if you do the changes yourself, if applicable :)
