build: skip test-ci doc targets if no crypto

Rodrigo Muino Tomonari requested to merge github/fork/rvagg/rvagg/withoutssl-doc-only-make-target into master

Trying to get the --without-ssl tests to run with a standard run-ci instead of the custom tools/test.py invocation that it currently uses to skip a bunch of steps. These seem to be the main barrier.
