inspector: report all workers

Rodrigo Muino Tomonari requested to merge github/fork/eugeneo/flat-workers into master

Main thread (the one that WS endpoint connects to) should be able to report all workers.

  • make -j4 test (UNIX), or vcbuild test (Windows) passes
