[v8.x] crypto: update root certificates

Rodrigo Muino Tomonari requested to merge github/fork/bnoordhuis/v8.x-backport-certdata into v8.x-staging

This is a back-port of a bunch of PRs. All backports apply cleanly except #26415 for which I did a partial cherry-pick.
