doc: move inactive Collaborators to emeriti

Rodrigo Muino Tomonari requested to merge github/fork/Trott/emeriti-round-one into master

Moving some relatively inactive Collaborators to emeriti. In all cases, the Collaborator has been emailed and responded that they were fine with this change.
