deps: update to uvwasi 0.0.8

This release focuses on improving the robustness of the path resolution and sandboxing, including adding support for relative preopen paths.

The update also includes the 0.0.7 release, which avoids the use of the unsupported CLOCK_THREAD_CPUTIME_ID on IBMi.
