src: make v8_initialized have thread_local storage

This commit makes v8_initialized have thread_local storate to allow it to be checked from different threads.

The motivation for this is that currently test/node-api/test_fatal/test_threads.js fails for a Debug build with the following error:

This is caused by a call to Isolate::GetCurrent() when the calling thread has not initialized V8. With this change it is possible to check that the current thread has initialized V8 and if not avoid calling Isolate::GetCurrent().
