doc: move lball@redhat.com to emeritus

Rodrigo Muino Tomonari requested to merge github/fork/lance/lance/make-lance-emeritus into master

I have not contributed to Node.js in a couple of years. While I would love to continue doing so, there's not a high likelihood of this happening in the near future. This commit moves my status from collaborator to emeritus.

It's been fun!
