v8: export more fields in getHeapStatistics

export total_global_handles_size, used_global_handles_size, external_memory in getHeapStatistics.

  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines
