[v16.x backport] doc: packages documentation updates for 12 EOL (43375)

Backport of #43375.

@targos the folder subpaths section was deprecated, but it's fine to retain it for v16. I've just moved this to the end of the section for now to retain the reference without interrupting the main docs.
