lib: add diagnostics channel and perf hooks detail

  1. add diagnostics channel for net and udp.
  2. add perf hooks detail for dns.
  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines
