Policy required flag

Rodrigo Muino Tomonari requested to merge github/fork/bmeck/policy-required-flag into main

This allows enforcing that any node invocation has a policy associated with it, it is the first step of https://github.com/nodejs/security-wg/issues/856 . 2 follow on PRs are separately useful to accomplish the full user story, but this flag is able to stand alone in utility.
