quic: various additional cleanups, fixes in Endpoint

More ongoing fixes and improvements. Depends on https://github.com/nodejs/node/pull/51310 landing first.

I've started going through and working to get the server-side of the implementation working with curl+quiche as the quic/http3 client which is driving the fixes and changes, in addition to just other ongoing cleanup.
