meta: close likely spam issues

Rodrigo Muino Tomonari requested to merge github/fork/RedYetiDev/patch-45 into main

This PR proposes an action to reduce overall spam by requiring all submitted issues to have a body containing at least 10 characters. I chose the 10-character minimum because it’s unlikely that a legitimate issue would be shorter.

This is intended to be an open discussion, and I welcome feedback on additional rules. I don’t want to appear as though I’m rushing this PR without proper discussion; this PR is meant to serve as an example of what is possible and to initiate the conversation.

Some other rules I thought about

  • Max title length
  • Disallowed words
  • Restricted File Changes

This is the kind-of thing I think the higher-power members should review in a meeting
